Rules for drivers continue to evolve, with new changes to tax, fuel duty and regulations around electric vehicles (EVs) being made in 2025. New Driving Laws Relating to HGVs

If your business uses Heavy Goods Vehicles (HGVs), there are a few new regulations that you may need to be made aware of:

  • Transport for London (TFL) will require that all HGVs have a safety permit before entering most parts of Greater London. HGVs must have met the requirements of the Progressive Safety System by the 4th of May 2025 to be able to drive in areas of Greater London. Click here to view more information on this.
  • If your business uses HGVs for any international travel, tachographs will need to be upgraded to the latest version to comply with the new regulations.
  • From December 2025, any electric HGVs entering the Congestion Charge zone in London will need to pay the £15 fee and will no longer be exempt from these charges.
  • Vehicle Excise Duty or road tax will also be increasing for all vehicles, with the standard rate increasing by £10 to £165. For vehicles with higher emissions, the cost will be much more.
