The EU General Safety Regulation (GSR) — formally Regulation (EU) 2019/2144 — represents the most significant overhaul of European vehicle safety requirements in a generation. Among its many provisions, the mandatory rollout of Intelligent Speed Assistance (ISA) for all new vehicles from July 2024 has attracted the most attention from fleet operators, vehicle manufacturers, and safety advocates alike.
For fleet managers, this is not simply a technology update. ISA changes the relationship between the vehicle, the driver, and the speed limit — and it interacts with existing mandatory speed limiter requirements in ways that are not always immediately obvious. This guide explains what ISA is, what the GSR requires, and what it means for fleet operators managing commercial vehicle compliance in 2026 and beyond.
What Is the EU General Safety Regulation?
The EU General Safety Regulation (Regulation 2019/2144) was adopted in November 2019 and applies to all new vehicle type-approvals and vehicle registrations across the EU. It mandates a range of new safety technologies across vehicle categories, including:
- Intelligent Speed Assistance (ISA)
- Autonomous Emergency Braking (AEB)
- Lane Keeping Assist (LKA)
- Driver Drowsiness and Attention Warning (DDAW)
- Reversing detection systems
- Data recording (Event Data Recorders)
The GSR was developed as part of the EU’s Vision Zero goal — to eliminate road fatalities and serious injuries in the EU by 2050 — and sits alongside the EU’s Road Safety Policy Framework 2021–2030.
The ISA Mandate: What Happened in July 2024
From 6 July 2024, all new vehicle types presented for EU type-approval must include ISA as a standard fitment. From 7 July 2026, this requirement extends to all new vehicle registrations — meaning that every new vehicle sold to an EU customer after that date must include ISA, regardless of when the vehicle type was approved.
The mandate applies across vehicle categories, including:
- M1: Passenger cars
- M2/M3: Minibuses, coaches, and buses
- N1/N2/N3: Light and heavy commercial vehicles
This is a broad mandate — effectively all new vehicles sold in the EU must have ISA from July 2026.
What Is ISA, and How Does It Work?
Intelligent Speed Assistance is a driver assistance system, not a traditional speed limiter. The distinction matters significantly for fleet operators.
ISA detects the applicable speed limit on the road being driven using one or both of two technologies:
- Road sign recognition: A camera reads speed limit signs and extracts the limit value
- GPS map data: The vehicle’s navigation system queries a digital map database for the speed limit applicable to the current location
Once the speed limit is identified, ISA provides feedback to the driver in one or more of the following ways:
- Visual alert: Dashboard display showing the detected speed limit
- Auditory alert: Sound warning when the vehicle exceeds the limit
- Haptic feedback: Vibration in the steering wheel or seat
- Active speed control: The system reduces engine power or applies braking to limit speed to the detected limit
The Critical Distinction: ISA Can Be Overridden
Under the GSR, ISA must be overridable by the driver. The driver can press the accelerator firmly to override the ISA intervention, or in many implementations, the driver can switch ISA to a less intrusive mode (such as warning-only rather than active control). The vehicle must return to active ISA mode when restarted.
This is fundamentally different from a mandatory ECE R89 speed limiter for commercial vehicles. A traditional speed limiter — such as AutoKontrol’s System 80 — cannot be overridden by the driver. It sets a hard ceiling on vehicle speed. ISA is a driver assistance system; a mandatory speed limiter is a mandatory safety system.

What the GSR Means for Fleet Procurement

New Vehicles Will Have Both ISA and Traditional Speed Limiters
Heavy goods vehicles, coaches, and buses bought new from July 2024 onwards will be fitted with ISA as part of the standard specification, in addition to their mandatory ECE R89 speed limiter. Procurement teams should understand both systems — particularly how ISA behaves and whether it can be configured for fleet-wide settings.
ISA Map Data Quality Matters
ISA relies on GPS map databases that must be kept up to date. Speed limits can change when road works are introduced, when temporary limits are in place, or when national speed limits are revised. ISA systems are only as accurate as the maps they use. Fleet operators should verify that their vehicles’ ISA map data is being updated on the manufacturer’s recommended schedule.
ISA Override Policies
Because ISA can be overridden by the driver, fleet managers may wish to develop policies around ISA use. While the GSR does not require ISA to be permanently active, fleet safety policies can reinforce the expectation that drivers use the system as intended. Driver Training
ISA is a new experience for many drivers. ISA is a sophisticated system but it is not infallible. Known limitations include:
- Temporary speed limits: Roadworks speed limits and variable speed limits on motorways may not always be correctly identified, particularly if map data does not reflect recent changes
- Damaged or obscured signs: Road sign recognition systems cannot read signs that are damaged, obscured by vegetation, or temporarily covered
- Map data currency: GPS map databases in some regions may not reflect recent changes to permanent speed limits
- Dual carriageway identification: In some scenarios, ISA systems may misidentify the applicable speed limit when road classification changes (such as a dual carriageway becoming a single carriageway)
Fleet operators should understand these limitations and ensure drivers are trained to apply their own judgement, particularly in situations where the ISA-indicated limit appears inconsistent with road conditions.
UK Fleets Post-Brexit: Do You Need ISA?
The UK left the EU regulatory framework and does not directly apply EU Regulation 2019/2144. However:
- Vehicles exported to the EU — including UK-manufactured vehicles sold to EU customers — must comply with EU type-approval requirements, including ISA
- UK domestic requirements: The UK has its own review of ISA requirements. The UK government consulted on ISA as part of its road safety strategy, and it is expected that the UK will adopt ISA requirements for new vehicles, though the timeline and specific provisions will be determined by UK legislation
- EU market access: UK-registered commercial vehicles operating in EU member states are subject to EU regulations for those operations
Fleet managers procuring vehicles in the UK should check whether their chosen vehicle models include ISA — many manufacturers are fitting ISA to all models regardless of market, to maintain a single production specification.
