However, implementation of speed limiter requirements in the GCC has not been uniformly centralised through GSO. Saudi Arabia: SASO Requirements

Saudi Arabia mandates speed limiters on all commercial vehicles, with a general maximum set speed of 120 km/h for most categories. This is notably higher than European standards (90 km/h for heavy goods vehicles) and reflects Saudi Arabia’s road network characteristics — including the extensive network of inter-city highways where higher speeds are otherwise permissible.

The UAE mandates speed limiters on heavy commercial vehicles with a set speed generally of 120 km/h, consistent with the UAE’s motorway speed limit for cars (140 km/h on some routes, with trucks subject to lower limits regardless). The UAE has been particularly active in integrating speed limiter requirements with broader fleet management and telematics systems.
Dubai and Abu Dhabi Specific Requirements
Both Dubai and Abu Dhabi have their own transport authorities with specific requirements for vehicles registered or operating in their emirate. The Abu Dhabi Department of Transport and the Dubai RTA each publish vehicle standards and inspection requirements. Operators should verify current requirements with the relevant authority, as these can be updated independently of federal-level standards.

Bahrain
Bahrain’s speed limiter requirements are enforced through the General Directorate of Traffic. As the smallest GCC market by geography, Bahrain nonetheless has significant cross-border freight traffic with Saudi Arabia via the King Fahd Causeway. Speed limiter compliance is checked as part of vehicle registration and periodic inspection.
Extreme Heat: A Critical Technical Consideration
One of the most important technical considerations for speed limiters deployed in the GCC is thermal performance. Summer ambient temperatures in Saudi Arabia, the UAE, Qatar, Kuwait, and Bahrain can reach 50°C or higher.
