Regulatory Requirements for Construction Vehicles

Tipper Trucks and Rigid HGVs

Tipper trucks, concrete mixers, skip loaders, and other rigid HGVs with a GVW exceeding 3.5 tonnes are subject to the same speed limiter requirements as any other goods vehicle. They must be fitted with an EU/ECE R89 type-approved speed limiter set to 56mph (90 km/h).

This applies regardless of the vehicle’s typical use. A tipper truck that primarily operates on construction sites and rarely uses the motorway still requires a speed limiter if it travels on public roads.

Articulated Construction Vehicles

Articulated tippers and bulk haulage vehicles used in construction are subject to the same 56mph speed limiter requirement as any other articulated HGV.

Vehicles Under 3.5 Tonnes

Light commercial vehicles used on construction sites — pickup trucks, utility vehicles, and smaller vans — are not legally required to have speed limiters.
