All goods vehicles with a maximum gross vehicle weight (GVW) exceeding 3.5 tonnes must be fitted with a speed limiter set to prevent the vehicle exceeding 56mph (90 km/h). This has been a legal requirement in the UK since 1992.

The speed limiter must be EU/ECE R89 type-approved, sealed with tamper-evident seals, and accompanied by a speed limiter plate showing the set speed, installer details, and calibration date. The operator must maintain records of installation and calibration.

DVSA enforces these requirements through roadside inspections, annual testing, and operator premises visits. Non-compliance can result in prohibition notices, fines, and Traffic Commissioner action against the operator’s licence.

Why HGV Speed Limiters Matter

Beyond legal compliance, speed limiters deliver significant operational benefits for HGV operators.

Fuel savings are the most immediately quantifiable benefit. An articulated HGV travelling at 56mph instead of 65mph uses approximately 12-15% less fuel. For a vehicle covering 100,000 miles per year at 8.5 mpg, this represents approximately GBP 8,000-10,000 in annual fuel savings per vehicle.

Safety improvement is equally important. HGVs are involved in a disproportionate number of serious road accidents relative to their numbers on the road. The weight and size of an HGV means that even moderate speed reductions significantly reduce stopping distances and collision energy.

Insurance costs decrease when speed limiters are properly fitted and documented. Fleet insurers recognise the risk reduction and typically offer premium discounts of 5-15%.

Tyre, brake, and engine wear all decrease at lower speeds, reducing maintenance costs by an estimated 5-10%.

  • After mechanical work: If any work has been done to the vehicle’s gearbox, axle, or speed sensor, have the speed limiter recalibrated
  • Record keeping: Maintain installation certificates and calibration records for every vehicle, and make them available for DVSA inspection
