France implements EU Directive 2002/85/EC through national legislation, creating a strict regulatory framework:

Mandatory fitment: All vehicles over 3.5 tonnes GVW and all buses/coaches with more than 8 passenger seats must have ECE R89 type-approved speed limiters
Speed limits for HGVs: 90 km/h on autoroutes (80 km/h when loaded over 12 tonnes on certain routes), 80 km/h on routes nationales, 50 km/h in urban areas
Speed limits for buses/coaches: 100 km/h on autoroutes, 90 km/h on other roads
