The contrôle technique is France’s mandatory vehicle inspection — the equivalent of the UK’s MOT test, but with notable differences in scope and frequency for commercial vehicles. Speed limiters are a specific inspection item, and a failure on this point means the vehicle cannot legally return to service until the defect is corrected.
For fleet operators, understanding exactly what inspectors check — and what causes failures — is the key to passing every time.
What Is the Contrôle Technique?
The contrôle technique is a periodic technical inspection required for all motor vehicles in France. For commercial vehicles over 3.5 tonnes and buses carrying more than eight passengers, the inspection is more frequent and more rigorous than for private cars.
Inspection Frequency
- Goods vehicles over 3.5 tonnes (N2/N3): Annual inspection
- Buses and coaches (M2/M3): Every six months
- Vehicles over a certain age: May be subject to additional inspections
Inspections are carried out at approved contrôle technique centres by qualified inspectors. The speed limiter check forms part of a comprehensive vehicle assessment covering braking, steering, lighting, emissions, chassis condition, and safety equipment.
The Speed Limiter Inspection: Step by Step
French contrôle technique inspectors follow a standardised checklist when assessing speed limiter compliance. Understanding each element helps fleet operators prepare their vehicles properly.
1. Presence of the Speed Limiter
The inspector first confirms that a speed limiting device is physically installed in the vehicle. This is a visual check — the inspector will look for the device unit, wiring, and associated components. If no speed limiter is fitted to a vehicle that requires one, this is an immediate major defect.
2. Speed Limiter Plate Inspection
The speed limiter plate (plaque du limiteur de vitesse) is one of the most scrutinised items. Inspectors verify:
- The plate is present and permanently affixed to the vehicle
- The set speed is displayed — 90 km/h for goods vehicles, 100 km/h for buses and coaches
- The ECE R89 approval number is legible and matches a valid type approval
- The installer’s details are shown — name, address, or identification number
- The installation or calibration date is recorded
A missing, illegible, or incorrect plate is a common cause of failure. Fleet operators should inspect plates regularly and replace any that have become damaged or difficult to read.
3. Tamper-Evident Seals
This is where many vehicles fail. Inspectors carefully examine all tamper-evident seals on the speed limiter system, including:
- Seals on the device housing — preventing access to internal components
- Seals on wiring connections — preventing disconnection or bypass
- Seals on adjustment controls — preventing unauthorised speed changes
Any sign of tampering — broken seals, replaced seals that do not match the original installation record, or missing seals entirely — results in a major defect. French authorities take seal integrity extremely seriously, as tampering is viewed as a deliberate safety violation.
4. Documentation Review
Inspectors will request the following documents:
- Installation certificate — confirming who installed the device, when, and on which vehicle
- Calibration certificate — confirming the set speed and the date of last calibration
- ECE R89 type approval certificate — for the specific device model
If documents are not available at the time of inspection, the vehicle will fail. This is one of the most easily avoidable failure points — ensure copies are always kept with the vehicle and that originals are held centrally.
5. Functional Test
Where the contrôle technique centre is equipped with a rolling road (banc d’essai), the inspector may carry out a functional test of the speed limiter. This involves accelerating the vehicle on the rollers and verifying that it cannot exceed the set speed.
Not all centres have this equipment, so a functional test is not guaranteed at every inspection. However, fleet operators should assume their speed limiters will be tested and ensure devices are functioning correctly. Common Failure Points and How to Avoid Them

Missing or Damaged Speed Limiter Plate
Solution: Inspect plates at every pre-inspection check. Replace immediately if damaged, faded, or illegible. Ensure the plate is affixed with permanent fixings — adhesive plates that peel off in hot engine bays are a frequent cause of failure.
Broken Tamper-Evident Seals
Solution: Train drivers and maintenance staff to recognise tamper-evident seals and report any damage immediately. If a seal must be broken for legitimate maintenance, the vehicle must be returned to an approved installer for resealing and recertification before returning to service.
Missing Documentation
Solution: Maintain a central digital record of all speed limiter certificates. Keep physical copies in the vehicle’s document wallet. Establish a process to ensure documents are replaced if lost or damaged.
Calibration Out of Date
Solution: Align speed limiter recalibration with your contrôle technique schedule. AutoKontrol recommends annual recalibration as a minimum, but more frequent checks may be appropriate for high-mileage vehicles.
Device Malfunction
Solution: Include speed limiter function checks in your regular vehicle maintenance schedule. If a driver reports that the vehicle can exceed the set speed, withdraw it from service immediately and arrange repair through an approved installer.

- Test the device — if possible, verify the speed limiter is restricting the vehicle to the correct speed during a road test
- Review the calibration date — if recalibration is due, schedule it before the inspection
