Speed Governor Kenya: Instant Fines Could Return 26 Nov
Speed Governor Kenya: Instant Fines Could Return 26 Nov
Kenya’s National Transport and Safety Authority (NTSA) has put a date on a possible return of instant traffic fines: 26 November 2026. The date is not fixed. It depends on court cases being resolved. But for PSV and commercial fleet operators, a speed governor that is working and sealed matters more once speed cameras are back on the road.
What NTSA said
Capital FM reported on 6 October 2026 that NTSA Director Andrew Kiplagat expects the instant fines programme could resume on 26 November, pending resolution of the court challenges against it. His words: “Challenges are being addressed, and we believe that once this is finalised, we hope that by November 26 it will give us room to deter some drivers’ behaviours.”
According to the same report:
- The enforcement framework already exists but is suspended because of the court cases.
- Speed cameras on designated roads with marked zones are part of it.
- Drivers are notified electronically of a violation, with a payment period before further steps.
- The Transport Ministry is reviewing the Traffic Act and engaging the Senate on three regulations annulled in July, covering school transport, vehicle inspection and commercial vehicle operation, over public participation concerns.
If the date holds, expect cameras and notices to come back. If the courts say otherwise, the date moves. Either way, operators have weeks, not months, to get their house in order.
The speed governor rules already in place
Speed governors are not new in Kenya. Legal Notice 217 of 2013 is titled “Speed Governor for Public Service Vehicles and Commercial Vehicles with tare weight of over 3048 KG” (Kenya Law). That title tells you who is covered: public service vehicles (PSVs) and commercial vehicles above that tare weight.
For PSVs, the governor limits the vehicle to 80 km/h. When NTSA ordered tamper-proof digital governors for PSVs in November 2018, The Standard reported that they enforce an 80 km/h maximum.
The standard that governors are measured against is KS 2295, issued by the Kenya Bureau of Standards (KEBS), which covers maximum road speed limiters for motor vehicles. In January 2026, NTSA cited KS 2295-2023 when it suspended four PSV operators after the December 2025 festive-season crashes (The Star, 19 January 2026).
NTSA is already checking governors
Enforcement on governors did not wait for cameras:
- December 2025. NTSA warned PSV operators against tampering with speed governors, listing fines, vehicle impoundment and suspension of operating licences as consequences (AllAfrica, 21 December 2025).
- January 2026. NTSA suspended the licences of Monna Comfort Sacco, Greenline Company Limited, Naekana Route 134 Sacco Ltd and Uwezo Coast Shuttle, citing widespread non-compliance including breaches related to speed control. Suspended operators had to present vehicles for speed limiter checks. Two more operators were put on 21-day notice. PSV endorsements were cancelled for drivers involved in speed violations and fatal crashes, followed by 90-day suspensions and retesting (The Star, 19 January 2026).
The message from both is the same: a governor on the vehicle is the start. It has to work, hold the right speed and stay untouched.
What a camera changes for operators
A camera reads speed at one point on the road. A governor works on every kilometre. For a fleet:
- Vehicles above the limit become visible. If a PSV or truck can be pushed past 80 km/h because the governor is bypassed, a camera will eventually catch it.
- Violations are recorded against the vehicle. A fleet with several unrestricted vehicles has several chances a day to be caught.
- Tampering is the weak point. A governor that has been disconnected, cut or bridged is a liability. Our article on tamper detection and tamper-proof speed limiters explains what to look for.
A checklist for the next six weeks
- Test every governor. Check the set speed on each PSV and commercial vehicle with a GPS or a road test.
- Inspect seals and wiring. Look for broken seals, spliced cables and bypass switches.
- Check the device against current NTSA requirements. Confirm the governor meets what NTSA asks for today before the next inspection.
- Brief your drivers. Make it clear that a governor is part of the vehicle, not an option.
- Replace what fails. A failed or bypassed unit should be replaced now, not after a notice.
- Plan for fleet growth. New vehicles need governors before they enter service.
How AutoKontrol supplies Kenyan fleets
AutoKontrol is an NTSA-approved speed governor supplier and a UK maker of speed limiters with ECE R89 approval. We are part of Scorpion Group, which has built vehicle electronics since 1973. We use “speed governor” in Kenya because that is the word operators use.
We ship the unit directly to your fleet with fitting instructions. Your own workshop team, or a local auto-electrician you trust, fits it, and our technical team supports you remotely. Send us your vehicle list and we will match an approved governor to each vehicle.
| Vehicle | Product |
|---|---|
| Matatu, bus or truck with an electronic (drive-by-wire) throttle | DBW, about 1.5 hours to fit |
| Older diesel with mechanical fuel control | System 80, mechanical, on the fuel line, about 60 minutes, accuracy +/-1-2 km/h |
| Fleets that want a governor and GNSS tracking | TrackSpeed, about 60 minutes |
