Why Speed Management Matters More Than Ever

Pillar 1: Speed Limiters — The Physical Backstop

Speed limiters provide an absolute, non-negotiable maximum speed for each vehicle. They are the foundation of speed management because they work regardless of driver behaviour, attention, or intention.

For HGVs (56 mph) and buses (62 mph), speed limiters are a legal requirement. For vans, cars, and other fleet vehicles, they are a voluntary but highly effective control measure. Many fleet operators limit vans to 62-65 mph and cars to 70 mph.

Speed limiters address the worst-case scenario — a driver deliberately or inadvertently driving at an unsafe speed. They do not, on their own, manage speed within the legal limit. A van limited to 65 mph is still capable of doing 65 mph through a 30 mph residential area. This is where the other pillars come in.
