A fleet speed policy is a fundamental document for any professionally managed fleet. Without a written, communicated, and enforced speed policy, operators cannot demonstrate the active management of speed risk that regulators, accreditation bodies, and insurers increasingly expect.
But a speed policy is only as good as its enforcement mechanism. A document that sits in a file and is referenced only when something goes wrong is not a speed policy — it is a piece of paper. Why a Written Speed Policy is Essential
The legal case for a written speed policy starts with the Health and Safety at Work Act 1974 and the Management of Health and Safety at Work Regulations 1999, which require employers to assess and manage the risks their employees face — including road risk for drivers. An employer who cannot demonstrate that they have a written speed policy, communicated it to drivers, and put enforcement mechanisms in place is exposed if a driver is involved in a speed-related accident.
Beyond the legal base, a written speed policy is required by:
- FORS Bronze, Silver, and Gold accreditation standards
- CLOCS compliance requirements
- Operator licence conditions (implied by the professional competence requirements)
- Many motor fleet insurance policies (as a condition of coverage)
For fleet managers, the question is not whether to have a speed policy — it is how to design one that works in practice.
Step 1: Conduct a Fleet Speed Risk Assessment
Before setting speed limits and writing policy, understand where your fleet’s speed risk actually lies. A risk assessment should cover:
Vehicle types and capabilities. Different vehicles have different speed profiles. An HGV limited by law to 56 mph on motorways is a different risk from an unrestricted van capable of 100 mph. Identify each vehicle category in your fleet and its relevant legal speed limits.
Journey profiles. Where do your vehicles operate? A fleet that operates predominantly in urban areas has different speed risks from a long-haul fleet that is mostly on motorways. Review journey data (from telematics, tachographs, or driver records) to understand where speed risk is highest.
Driver demographics. Age, experience, and incident history all correlate with speed risk. Review driver records to identify any patterns that the policy needs to address.
Historical incident data. Review all incidents from the past 12–36 months. How many involved speed as a contributing factor? What were the circumstances? This data should directly inform the speed limits and monitoring thresholds in the policy.
Sector-specific requirements. If your fleet operates on construction sites (CLOCS), delivers in London (Vision Zero), or holds FORS accreditation, additional speed management requirements apply and should be incorporated into the policy.
Step 2: Set Speed Limits by Vehicle Type and Road
The policy should set clear, documented speed limits for each vehicle category and road type. A structured table is the clearest approach:

Note on lower company limits. Setting a company limit below the legal maximum is a legitimate safety decision. For example, setting a 65 mph motorway limit for vans (below the 70 mph legal limit) reduces fuel consumption and accident severity. However, the rationale should be documented and communicated to drivers to avoid resentment.
Step 3: Define the Enforcement Mechanism
A speed policy without enforcement is not a policy — it is a wish list. The enforcement section of the policy must specify how speed limits will be upheld.
Speed limiters are the most robust enforcement mechanism available. Unlike telematics monitoring (which records speed after the event) or driver training (which relies on voluntary compliance), a speed limiter physically prevents the vehicle from exceeding the set limit. There is no override, no opt-out, and no reliance on driver willingness.
The policy should state clearly:
- Whether speed limiters are fitted (and to which vehicles)
- What speed the limiter is set to for each vehicle category
- That tampering with, disabling, or attempting to bypass the speed limiter is a serious disciplinary matter
- What happens if a speed limiter fault is reported (vehicle taken out of service until repaired)

A speed policy imposed without consultation tends to generate resentment and passive non-compliance. A policy developed with driver involvement — even if the outcome is the same — generates better engagement.
Consultation process:
- Brief driver representatives (or all drivers in smaller fleets) on the proposed policy and its rationale
- Invite feedback on the speed limits proposed (drivers have practical knowledge of route conditions that managers may lack)
- Respond to feedback seriously — even if the final policy does not change, demonstrating that feedback was considered matters
- Allow a reasonable implementation period (typically 30 days) between communication and enforcement
Communication content:
- The speed limits that apply to each vehicle category
- How monitoring works (telematics, speed limiter data)
- What constitutes a speed violation and how it will be identified

- How drivers can query or dispute speed data

All drivers should sign to acknowledge receipt and understanding of the speed policy. This acknowledgement is important evidence for FORS and CLOCS audits and for any subsequent disciplinary proceedings.
Step 5: Monitoring and Review
A speed policy requires ongoing monitoring to be effective. The monitoring process should be defined in the policy:

The disciplinary section of the speed policy should be clear, proportionate, and consistent:
Minor violations (e.g., single event, slightly over limit, first occurrence) — documented coaching conversation with line manager, recorded in driver file.
Moderate violations (e.g., repeated events, significantly over limit, or pattern of poor compliance) — formal verbal warning, additional training requirement, increased monitoring frequency.
Serious violations (e.g., extreme speed event, speeding in a school zone or construction site, failure to engage with coaching) — formal written warning, potential suspension from driving duties pending investigation.
Gross misconduct (e.g., tampering with speed limiter, persistent serious violations after warnings) — potential disciplinary action up to and including dismissal.
