The 90 km/h Speed Limit: Who It Applies To

Under French law, all vehicles in categories N2 (3.5–12 tonnes GVW) and N3 (over 12 tonnes GVW) must be equipped with a speed limiter set to a maximum of 90 km/h. This applies to:

  • Rigid trucks over 3.5 tonnes
  • Articulated vehicles and tractor units
  • Specialist heavy vehicles including construction plant, tankers, and refrigerated units
  • All vehicles over 3.5 tonnes registered after 1 January 2005 (the EU implementation date under Directive 2002/85/EC)

For vehicles registered before this date, France still requires compliance if the vehicle is to operate commercially on French roads. Older vehicles may need to be retrofitted with an approved speed limiter.

The 3.5 Tonne Threshold: Why It Matters

  • If the speed limiter plate data no longer matches the vehicle’s actual configuration

The Speed Limiter Plate

A metal or durable plastic plate must be permanently affixed to the vehicle in a visible location (typically the door frame or engine bay). The plate must display:

  • The set speed (90 km/h)
  • The ECE R89 approval number
  • The device manufacturer and model
  • The date of installation or last calibration
  • The installer’s identification

Inspectors check this plate during roadside inspections and contrôle technique examinations. A missing, illegible, or incorrect plate is grounds for a compliance failure.

Retrofit Requirements for Older Vehicles

Vehicles first registered before the EU mandatory fitment dates may still require speed limiters if they are to operate commercially in France. The retrofit process involves:

  1. Selecting an ECE R89 type-approved device appropriate for the vehicle type
  2. Professional installation by an approved fitter, including wiring, sensor fitment, and connection to the vehicle’s speed signal
  3. Calibration to the correct speed setting
  4. Fitment of tamper-evident seals to prevent unauthorised adjustment
  5. Issuing of installation and calibration certificates
