The agricultural use does not create an exemption. If the vehicle is registered as a goods vehicle, exceeds 3.5 tonnes GVW, and uses public roads, it must have an EU/ECE R89 type-approved speed limiter.
Tractors
Tractors are generally exempt from speed limiter requirements because most tractors are mechanically incapable of exceeding the 56mph threshold. The majority of agricultural tractors have a maximum design speed of 25 to 40 km/h (15 to 25mph), well below any speed limiter threshold.
However, modern high-speed tractors — such as the JCB Fastrac, which can exceed 40mph and the world record variant achieved over 100mph — are an exception. If a tractor is capable of exceeding the relevant speed limit and is used on public roads as a goods vehicle, speed limiter requirements may apply. Specialist Agricultural Vehicles
Combine harvesters, sprayers, forage harvesters, and other specialist agricultural equipment that travels on public roads between fields are generally exempt from speed limiter requirements because they cannot exceed the speed threshold. Their maximum road speed is typically 20 to 25mph.
Pickup Trucks and Farm Utility Vehicles
Pickup trucks (Ford Ranger, Toyota Hilux, Isuzu D-Max, Mitsubishi L200, etc.) used on farms are below the 3.5 tonne threshold and do not require speed limiters. However, some agricultural businesses voluntarily fit speed limiters to their pickup fleets to manage fuel costs and reduce accident risk on rural roads.
