Speed Limiters for Car Transporters and Low-Loaders

Car transporters and low-loaders are among the most demanding vehicle types on UK roads. Carrying high-value loads — whether a deck of new vehicles or a piece of plant machinery worth hundreds of thousands of pounds — at heights and widths that test infrastructure limits, these specialist vehicles require rigorous speed management to protect both the load and other road users.

AutoKontrol has supplied speed limiter systems to specialist transport operators for over 30 years. This guide examines the specific dynamics that make speed management critical for car transporter and low-loader operations, the regulatory requirements that apply, and the products that best meet the needs of this sector.

Why Speed Management Is Especially Critical for These Vehicles

Car transporters and low-loaders face a combination of physical and operational factors that make excessive speed disproportionately dangerous compared to standard HGV operations.

High Centre of Gravity

A fully laden multi-deck car transporter has a significantly elevated centre of gravity compared to a box trailer or curtainsider carrying goods at a lower load height. The top deck of a vehicle transporter, loaded with passenger cars, may be 4.5 metres or more above the road surface. At speed — particularly in crosswinds, on cambers, or during emergency manoeuvres — this raises the risk of instability and rollover to a level that makes speed management a fundamental safety requirement, not merely a regulatory box-ticking exercise.

Low-loaders carrying plant or machinery may carry loads that are wide, heavy, and positioned with different weight distributions on each journey. The stability characteristics of a low-loader change with every load — speed management provides a consistent safety floor regardless of the load configuration.

Overhanging and Protruding Loads

Many low-loader operations involve loads that overhang the rear or sides of the trailer. Abnormal load regulations (under the Road Vehicles (Authorisation of Special Types) General Order 2003) permit certain overhang dimensions but impose strict conditions including speed restrictions.

At higher speeds, overhanging loads create additional aerodynamic forces and increase the severity of any collision — both for the load itself and for other vehicles involved. Speed management is one of the mandated controls for abnormal load movements.

Height Restrictions

Car transporters operating at full height (typically 4.7–5.0 metres laden) are operating very close to the UK’s standard maximum height of 4.95 metres. At motorway speeds, the aerodynamic forces on a vehicle at this height are substantial. More critically, where height restrictions exist — bridges, low underpasses, overhead cables — the consequences of misjudging an approach at speed can be catastrophic for the load, the vehicle, and other road users.

Motorway Wind Exposure

High, lightly loaded car transporters returning empty are particularly vulnerable to crosswind effects at motorway speeds. The large surface area presented by an empty transporter deck and the high centre of gravity create lateral forces that can challenge even experienced drivers. Speed limiters provide an important safety floor in these conditions.

Regulatory Requirements

Car transporters and low-loaders over 3.5 tonnes GVW are subject to the standard HGV speed limiter regulations:

EC Regulation 92/6/EEC (retained UK law): All HGVs over 3.5 tonnes used for carriage of goods must be fitted with a calibrated speed limiter set to a maximum of 56 mph (90 km/h). This applies to all car transporters and low-loaders regardless of whether they are carrying a load.

Abnormal load movements: Vehicles operating under Special Types General Order (STGO) may be subject to additional speed restrictions depending on the category:

  • Category 1 (up to 50 tonnes): Maximum 40 mph on motorways, 30 mph on other roads in some configurations
  • Category 2 (up to 80 tonnes): Various restrictions depending on dimensions and weight
  • Category 3 (over 80 tonnes): Subject to specific movement orders with speed conditions

For abnormal load operators, speed limiters should be calibrated to the appropriate maximum speed for the vehicle’s operating category. AutoKontrol can specify and calibrate systems for the full range of STGO vehicle categories.

Operator licence conditions: All HGV operators must hold an operator’s licence from the Traffic Commissioner. Operator licence conditions require compliance with all applicable regulations, including speed limiter requirements. DVSA checks target transporter and specialist vehicle operators as part of their intelligence-led enforcement programme.

Insurance Requirements for Vehicle Carriers

The insurance market for car transporter and vehicle carrier operations is a specialist segment with specific requirements. Underwriters writing vehicle carrier fleet policies are acutely aware of the value of loads being carried and the damage potential in the event of an incident.

Standard requirements from specialist fleet insurers typically include:

  • Calibrated speed limiter fitment — many policies require evidence of current calibration certificates
  • GPS tracking — real-time vehicle location and speed monitoring
  • Driver behaviour monitoring — speeding events, harsh braking, and harsh steering events
  • Load security protocols — evidence that load securing procedures are documented and followed

AutoKontrol’s TrackSpeed combined speed limiter and GPS tracking system satisfies the speed limiter and GPS tracking requirements from a single installation, with driver behaviour data available through the ScorpionTrack Fleet platform. Operators carrying this evidence to their insurer renewal typically see meaningful premium reductions.

Vehicle Compatibility

AutoKontrol’s System 80 and TrackSpeed systems are compatible with the primary tractor unit and rigid chassis platforms used in car transporter and low-loader operations:

ApplicationCommon Platforms
Car transporter tractor unitsVolvo FH, DAF XF, Mercedes Actros, Scania R/S, MAN TGX
Rigid car transporter chassisDAF CF, Volvo FL, Mercedes Atego
Low-loader tractor unitsVolvo FH, DAF XF, Scania R — heavy-spec versions
STGO Category 2/3 tractorsVolvo FM/FH, Scania G/R, Mercedes Actros — specialist assessment required

For STGO Category 2 and 3 operations with complex multi-axle tractor configurations, AutoKontrol’s technical team conducts pre-installation surveys to confirm compatibility and specify the appropriate installation approach.

Fleet Management and Route Planning

Car transporter and low-loader operators benefit significantly from the route planning and fleet visibility capabilities available through TrackSpeed and ScorpionTrack Fleet. For vehicle carrier operations:

  • Real-time load tracking — customers increasingly expect visibility of where their vehicles are in transit. ScorpionTrack Fleet provides this through the web portal and mobile app.
  • Route compliance monitoring — verify that vehicles are following planned routes and not deviating in ways that create additional journey risk
  • Driver performance scoring — identify drivers who would benefit from further training, particularly relevant for the specialist skills required for high and heavy vehicle transport
  • Incident evidence — in the event of a damage claim to a carried vehicle, accurate speed and location data supports investigation and claim defence

Calibration and Documentation

Speed limiter calibration documentation is particularly important for car transporter and low-loader operators because:

  1. DVSA roadside checks of specialist vehicle operators are frequent and thorough
  2. Specialist fleet insurers require evidence of calibration as a policy condition
  3. Operator licence renewal assessments consider the quality of compliance documentation

AutoKontrol provides full calibration documentation for every installation, including the calibration speed, date, and engineer certification. This documentation should be kept with the vehicle and presented on request to DVSA officers or Traffic Examiners.
