1. Is the System ECE R89 Type-Approved?
This is the non-negotiable starting point. ECE Regulation 89 (UN/ECE R89) is the international standard governing speed-limiting devices. In the UK, speed limiters fitted to commercial vehicles in categories M2, M3, N2, and N3 must be type-approved to this standard.
What a good answer looks like: The supplier should be able to provide the exact ECE R89 type-approval certificate number for the device they intend to fit to your vehicle class. If a supplier is vague, offers “equivalent” standards, or cannot produce documentation immediately, walk away.

2. Does the System Support Your Vehicle Types?
Speed limiters are not universal. A system calibrated for a 7.5-tonne rigid may not be compatible with an articulated HGV, a minibus, or a specialist vehicle with a non-standard drivetrain. Compatibility covers both the physical interface and the control logic.
What a good answer looks like: The supplier should be able to confirm compatibility with your specific vehicle makes, models, and variants — not just broad categories. Ask for a reference list of vehicles they have previously fitted. A reputable supplier will also ask you for your vehicle fleet list before quoting.

3. CAN Bus or Analogue — Which Is Fitted, and Why?
Modern vehicles communicate via a CAN bus (Controller Area Network), and the speed limiter must integrate with this correctly. Older analogue systems intercept the throttle cable mechanically. There are important differences in accuracy, reliability, and the vehicle warranty implications of each approach.
What a good answer looks like: The supplier should explain clearly which interface method applies to your vehicles and why. For newer vehicles, CAN bus integration is typically preferable — it is cleaner, more accurate, and less prone to physical wear. For older or specialist vehicles, analogue or Drive-By-Wire approaches may be more appropriate.

4. What Telematics Integration Is Available?
A standalone speed limiter enforces speed. A speed limiter integrated with GPS telematics records, reports, and proves compliance. For fleet managers, the difference is significant — especially in the event of an incident, an insurance claim, or a DVSA audit.
What a good answer looks like: Ask whether the speed limiter can be integrated with your existing fleet telematics platform. Ask what data is captured, how it is reported, and whether the system can flag speed events, tamper attempts, or calibration drift in real time.

5. What Tamper Detection Capability Does the System Have?
Drivers who want to override a speed limiter will try. Whether it is physically disconnecting the unit, bypassing the throttle control, or attempting software manipulation, tamper attempts are a real operational challenge — and a serious liability risk for fleet operators.
What a good answer looks like: The supplier should be able to describe specific anti-tamper measures built into the hardware, and explain what happens when a tamper attempt is detected. Does the system log the event? Alert the fleet manager? Immobilise the vehicle? Is there tamper-evident sealing on the installation?

What a good answer looks like: The supplier should give you a realistic per-vehicle installation time, a clear picture of how they schedule fleet-wide rollouts, and whether they can work around your operational requirements (overnight installations, weekend slots, regional depots).

The purchase price or installation cost is only part of the picture. Total cost of ownership (TCO) includes ongoing maintenance, annual calibration checks, software updates, replacement parts, and any subscription fees for telematics or remote monitoring.
What a good answer looks like: Ask the supplier to provide a full 3-year and 5-year cost model per vehicle, including all recurring costs. Be wary of low upfront costs that are offset by high ongoing fees, or suppliers who cannot provide a clear cost model at all.

9. Is Nationwide Installation Available?
If your fleet operates across multiple regions — or across the entire UK — you need a supplier who can install and service vehicles wherever they are based. A supplier who only operates in one region will create logistical headaches for depot-distributed fleets.
What a good answer looks like: Ask for specific coverage evidence: which regions, how many certified engineers, and what the maximum travel time is to any of your sites. Ask whether engineers are employed directly or subcontracted, as this affects quality control.

10. What Ongoing Technical Support Do You Provide?
