Speed limiters should be calibrated at least every two years, or immediately after any event that could affect their accuracy — such as a tyre size change, gearbox replacement, or ECU reprogramming. Regular maintenance between calibrations includes visual inspections of wiring and seals, functional checks, and verification that tamper-evident features remain intact. Neglecting maintenance risks non-compliance at DVSA inspections, invalidated certification, and potential operator licence action.
This guide covers the complete maintenance cycle for speed limiters, what triggers recalibration, and how to keep your fleet’s certification continuously valid.
The Maintenance Schedule
Speed limiter maintenance falls into three categories: routine checks that should happen at every vehicle service, periodic calibration at defined intervals, and event-triggered recalibration when something changes.
Routine Checks (Every Service Interval)
Every time a vehicle is serviced — whether at 6-week, 12-week, or other intervals — the following speed limiter checks should be included:
- Visual inspection of wiring and connectors. Look for chafing, corrosion, loose connections, or damage from vibration. Speed limiter wiring runs through the engine bay, which is a harsh environment.
- Tamper seal inspection. Speed limiters must have tamper-evident seals on the unit itself and on any adjustment points. If a seal is broken, damaged, or missing, the limiter must be treated as potentially tampered with and recalibrated by an authorised agent.
- Functional check. During a road test or rolling road check, verify that the speed limiter activates at the correct speed. The vehicle should not be able to exceed the set speed under its own power on a level road.
- Warning indicator check. If the vehicle has a speed limiter warning light or display, verify it functions correctly.
- Documentation review. Confirm the speed limiter plate (required on HGVs and PSVs) is present, legible, and displays the correct set speed.
These checks take only a few minutes and should be recorded on the vehicle’s maintenance record. They are exactly the items a DVSA examiner will check during a roadside inspection or annual test.
Periodic Calibration (Every Two Years)
The industry standard calibration interval for speed limiters is two years. This is the maximum interval recommended by most speed limiter manufacturers, including AutoKontrol, and is the expectation at DVSA annual test.
Calibration must be carried out by an authorised speed limiter centre. The process involves verifying the actual speed at which the limiter activates — using either a rolling road or GPS method — and adjusting the setting if it has drifted outside acceptable tolerances.
After calibration, the centre issues a new calibration certificate and fits new tamper-evident seals. The certificate should be kept with the vehicle’s records and be available for inspection at all times.
Event-Triggered Recalibration
Certain events require immediate recalibration regardless of where the vehicle is in its two-year calibration cycle:
- Tyre size change. The speed limiter calculates vehicle speed from wheel rotation data. If tyre size changes — whether through specification change or even switching between summer and winter tyres of different rolling circumference — the speed calculation changes and the limiter may activate at the wrong speed.
- Gearbox or final drive replacement. Any change to the drivetrain ratio between the speed sensor and the road wheels affects the speed calculation.
- ECU replacement or reprogramming. On drive-by-wire vehicles where the speed limiter interfaces with the engine management system, changes to the ECU can affect the limiter’s operation.
- Speed limiter unit replacement. If the speed limiter module itself is replaced, the new unit must be calibrated to the vehicle.
- Accident damage. If the vehicle has been in a collision that could have affected the speed limiter, its wiring, or its sensors, recalibration is required before the vehicle returns to service.
- Tamper seal found broken. A broken seal means the limiter may have been adjusted. It must be recalibrated and resealed.
Fleet managers should ensure their maintenance procedures include a trigger check — a simple checklist that flags when any of the above events have occurred and automatically schedules a recalibration.
Keeping Certification Valid
A speed limiter certificate is only valid if the limiter remains in the condition it was in when the certificate was issued. This means:
- Tamper seals must be intact
- No event-triggered recalibration condition has occurred since the last calibration
- The calibration date is within the two-year maximum interval
If any of these conditions is not met, the certificate is effectively invalid and the vehicle should be treated as non-compliant until recalibrated.
For fleet operators, the practical implication is that certification validity is not just a calendar exercise. It requires active management — tracking seal integrity, flagging trigger events, and scheduling recalibrations promptly.
What Happens at a DVSA Inspection
During a DVSA roadside check or annual test, the examiner will typically:
- Check the speed limiter plate is present and shows the correct set speed
- Inspect tamper seals for integrity
- Request the calibration certificate and check it is within date
- Conduct a functional test — either on the road or on a roller brake tester — to verify the limiter activates at the correct speed
Failure on any of these points results in a prohibition or a failure at annual test. For HGVs and PSVs, speed limiter defects are recorded on the vehicle’s OCRS (Operator Compliance Risk Score), which directly affects the operator’s standing with the Traffic Commissioner.
