65mph is chosen by operators who want meaningful fuel savings with minimal journey time impact. The fuel saving compared to unlimited driving is still 5-7%, which is significant at fleet scale.

70mph is occasionally used by operators whose primary concern is preventing extreme speeding (80mph+) rather than optimising fuel economy. Even this modest limitation eliminates the most dangerous driving behaviour.
