For large fleet operators, local authorities, utilities companies, and transport businesses, speed limiter procurement typically goes through a formal process: a written specification, a tender, evaluation against criteria, and a contract. Getting the specification right is fundamental — a poorly written spec leads to non-compliant responses, price-driven decisions that ignore quality, and suppliers who deliver the minimum rather than the right solution.
This guide is written for fleet managers and procurement officers who need to write speed limiter requirements into contracts and tender documents. It covers technical requirements, certification standards, installation expectations, service level terms, and common mistakes to avoid.
Why the Specification Matters
A speed limiter is a safety-critical device subject to type-approval regulation. Unlike general fleet equipment, the specification cannot be written purely around price and delivery — it must also address:

Your specification should define the technical standard clearly and without ambiguity. Key requirements to include:
Certification and Type-Approval
The speed limiting device(s) supplied must hold current ECE Regulation 89
(UN/ECE R89) type-approval, applicable to the vehicle class(es) specified
in Schedule A. The supplier must provide type-approval certificate numbers
and documentation upon request and as part of the installation record for
each vehicle.
Vehicle Compatibility
List your vehicle fleet in a schedule attached to the tender. Require suppliers to confirm compatibility for each vehicle make, model, variant, and year of manufacture. Do not accept blanket statements — require item-by-item confirmation.
Speed Setting Accuracy
Specify the tolerance requirement:
The speed limiter must maintain the set speed within ±1 km/h of the
specified limit under normal operating conditions on level ground.
Interface Method
Specify whether you require CAN bus integration, Drive-By-Wire, or whether you accept either — and what your rationale is. For newer fleets with modern electronic drivetrains, CAN bus integration is generally preferable.
Tamper Resistance
The system must incorporate tamper detection capability and tamper-evident
physical sealing of all installation points. Tamper events must be logged
with timestamp and vehicle identifier. Where integrated with telematics,
tamper alerts must be transmitted to the fleet management platform within
[specify time, e.g. 60 seconds] of detection.
Section 2: Telematics and Data Integration
If your fleet already uses a telematics platform, your specification must address integration. Even if you do not currently have telematics, we recommend building integration capability into the specification for future flexibility.

Engineer Qualification
All installation engineers must hold current certification relevant to speed
limiter installation on the vehicle classes specified. Evidence of qualifications
must be available upon request. Engineers must be directly employed or supervised
by the supplier — the use of uncertified subcontractors is not permitted without
prior written approval.
Installation Documentation
The supplier must provide, for each vehicle installed, a signed installation
record including: vehicle registration, make, model, VIN, device type, device
serial number, type-approval certificate reference, set speed, installation
date, and engineer identifier. Records must be provided to the client within
[5 working days] of installation.
Workmanship Warranty
Separate from the device warranty, require a specific workmanship warranty:
The supplier must warrant the installation workmanship for a minimum of
[12 months] from the date of installation. Any fault attributable to
installation workmanship must be rectified at the supplier's cost within
the SLA defined in Schedule B.
Installation Scheduling
For large fleet rollouts, include scheduling requirements:
The supplier must be capable of completing installation of the full fleet
(Schedule A) within [insert timeframe]. The supplier must work with the
client to develop an installation schedule that minimises vehicle downtime,
including the ability to conduct overnight or weekend installations where
operationally required.
Section 4: Service Level Agreement Requirements
SLA terms are frequently under-specified in fleet procurement. Include the following as a minimum:

The supplier must provide, or enable the client to generate, the following
reports on at least a monthly basis: (a) fleet-wide speed event summary by
vehicle and driver; (b) tamper event log; (c) calibration status by vehicle;
(d) system health status. Reports must be available in a machine-readable
format (CSV or equivalent) suitable for import into client systems.

Regulatory compliance: “All speed limiting devices supplied under this contract must comply with the requirements of the UK Road Vehicles (Construction and Use) Regulations 1986, as amended, and hold current type-approval to ECE R89 applicable to the vehicle classes specified.”
Geographic coverage: “The supplier must demonstrate the capability to install and service speed limiting devices across all of the client’s operational locations in the United Kingdom, as listed in Schedule C, without reliance on uncertified regional subcontractors.”
Continuity of supply: “The supplier must maintain a minimum [12-month] forward stock of spare parts for all device types supplied under this contract, and must provide the client with [90 days] notice of any planned product discontinuation.”
Common Procurement Mistakes
1. Specifying by brand or product name rather than standard. Unless you have a specific technical reason, write specifications around standards (ECE R89, specific SLA metrics) rather than naming products. This keeps the tender open and defensible.
2. Omitting installation requirements. Many procurement documents focus on the device and ignore installation quality. A correctly specified device poorly installed is a compliance risk.
3. Failing to require documentation. Without specifying that you need installation records, calibration certificates, and type-approval documentation, suppliers have no obligation to provide them.
4. Accepting a single SLA figure without definition. “Next-day response” means nothing without a definition of what “response” means (phone acknowledgement? engineer on site?).
5. Ignoring total cost of ownership. Evaluate bids on 3–5 year TCO, not just installation cost. Ask suppliers to complete a standardised cost model so bids are directly comparable.
Framework Agreements
