When procuring speed limiters for commercial fleets, certification is not a box-ticking exercise — it is a legal requirement. Fitting a non-type-approved speed limiter to a regulated vehicle category does not constitute compliance, regardless of how the device performs in practice.

Three certification bodies dominate speed limiter type approval across Europe: the VCA in the UK, TUV in Germany, and UTAC in France. Understanding what each body does, how they differ, and which certifications are recognised in which markets is essential knowledge for fleet managers, procurement teams, and vehicle manufacturers.

What is Type Approval for Speed Limiters?

Type approval is a formal process by which a regulatory authority tests a device or system against defined technical standards and, if satisfied, issues approval for that device to be sold and fitted in regulated vehicles within its jurisdiction.

For speed limiters, the core technical standard across Europe was established by EC Directive 92/6/EEC (and subsequent amendments), which defines how speed limiters must perform — including accuracy tolerances, tamper resistance, signal source requirements, and installation standards. Type approval confirms that a specific device model meets these requirements.

Without type approval, a speed limiter:

  • Cannot legally be fitted to regulated vehicles (HGVs >7.5t, PSVs) as a compliance device
  • Will not satisfy DVSA inspectors or Traffic Commissioners in the UK
  • May invalidate vehicle operator licence conditions
  • Could affect insurance coverage in the event of an incident

The Three Major European Type Approval Bodies

VCA — Vehicle Certification Agency (United Kingdom)

Role: The VCA is the UK Government’s designated type approval authority for vehicles, vehicle systems, and components. It operates under the Department for Transport and holds designation as a Technical Service and Approval Authority.

Testing focus: The VCA tests speed limiter devices against UK-adopted standards — currently the retained version of EC 92/6/EEC and associated implementing regulations. Testing covers:

  • Speed signal accuracy across the operating range
  • Response time between signal and vehicle speed correction
  • Tamper-evidence and seal integrity
  • Failure modes — the system must fail safe (i.e., default to limiter-active rather than limiter-off)
  • Documentation and installation instruction adequacy

Post-Brexit status: Since January 2021, VCA approval is specific to the UK market. EU-approved devices are no longer automatically valid in the UK for vehicles registered after transition, though legacy approvals granted before exit remain in effect for existing fleets. The VCA has entered into bilateral arrangements with some EU bodies to streamline mutual submissions.

Timeline: Approximately 8–16 weeks for a new device submission, depending on complexity and testing queue.

Cost: Assessment fees vary by device complexity; typically in the range of £5,000–£20,000 for a speed limiter system including testing laboratory time.


TUV — Technischer Uberwachungsverein (Germany)

Role: TUV is not a single organisation but a group of independent German technical inspection associations — TUV Rheinland, TUV SUD, TUV Nord, and others. They act as notified bodies and technical services under EU type approval frameworks. TUV Rheinland is most commonly associated with speed limiter certification internationally.

Testing focus: TUV assessments follow EU Directive 92/6/EEC and its amendments. Because Germany operates within the EU framework, TUV approval is valid across all EU member states for the approved device category. TUV is particularly rigorous on:

  • Electronic interference resistance (EMC testing)
  • Durability and environmental testing (temperature, vibration, humidity)
  • Software version control and tamper detection
  • Manufacturing quality system assessment (ISO 9001 alignment)

Scope: TUV operates globally, with testing facilities across Europe, the Americas, and Asia. This makes TUV certification attractive for manufacturers targeting multiple international markets simultaneously.

Timeline: 12–20 weeks for a full submission, depending on testing programme scope.

Cost: Variable by scope; expect similar ranges to VCA with additional cost if EMC testing is conducted at TUV’s own laboratories.


UTAC — Union Technique de l’Automobile, du Motocycle et du Cycle (France)

Role: UTAC is France’s primary vehicle technical centre and type approval authority, operating under accreditation from the French government (DRIEA/DREAL). It serves as both a technical service and an approval authority for multiple vehicle categories.

Testing focus: UTAC tests to French transpositions of EU Directives, which are substantively identical to other EU member state requirements. UTAC is particularly well regarded for:

  • Complete vehicle type approval testing
  • Speed limiter testing as part of broader vehicle homologation
  • Working with manufacturers integrating speed limiters at the OEM stage

Scope: UTAC’s approval is valid EU-wide. French vehicle manufacturers and large international OEMs frequently use UTAC as their preferred technical service for European market access.

Timeline: 10–18 weeks, with faster track options available for incremental changes to previously approved systems.

Cost: Comparable to TUV and VCA, with pricing dependent on the extent of testing required.

Practical implication for UK fleets: If you purchase a speed limiter carrying only an EU-issued TUV or UTAC approval (issued after January 2021 under EU WVTA), that device does not automatically carry UK type approval. You need a device with VCA approval or UKNI designation for UK-registered vehicles.

Conversely, if your UK business is exporting vehicles to EU markets, ensure your speed limiter supplier holds current EU approval, not solely VCA approval.

The Certification Process: What to Expect

For a speed limiter manufacturer seeking approval, the process broadly follows these stages:

  1. Pre-application consultation — Discuss scope with the approval authority; agree test programme
  2. Technical documentation submission — Submit device specifications, installation instructions, circuit diagrams, and software documentation
  3. Sample submission — Provide physical devices for laboratory testing
  4. Laboratory testing — Speed accuracy, tamper resistance, environmental, and EMC tests conducted
  5. Quality system assessment — Manufacturer’s production controls audited
  6. Report and assessment — Technical service prepares assessment report
  7. Approval granted — Approval mark and number issued; device can be legally sold for regulated fitment
  8. Ongoing compliance — Any change to the approved device design requires notification and potentially re-testing

Total elapsed time from initial engagement to approval: typically 4–6 months for a first-time submission.

Why Certification Matters to Fleet Operators

For the fleet operator (as opposed to the device manufacturer), the key point is straightforward: only fit certified devices.

When a DVSA examiner checks a speed limiter during a vehicle inspection, they will look for:

  • The approval plate or marking on the device
  • The calibration seal
  • Installation documentation showing the device’s approval number

A non-certified device, or a certified device with a broken seal, results in an immediate prohibition in most cases. This affects:

  • The vehicle’s ability to operate
  • The operator’s OCRS (Operator Compliance Risk Score)
  • The operator’s standing with their Traffic Commissioner
  • Insurance position following any accident where speed limiter non-compliance is a factor
