Speed Restrictors: The Complete Guide for UK Fleets

If you run commercial vehicles in the UK, “speed restrictor” is a term you will hear from the DVSA, your insurer, and your maintenance provider. It is the same device as a speed limiter, and for goods vehicles and coaches it is not optional. What Is a Speed Restrictor?

A speed restrictor is a device fitted to a vehicle that stops it exceeding a set maximum speed. The driver can press the accelerator as hard as they like, but the vehicle will not go faster than the pre-set ceiling.

“Speed restrictor” and “speed limiter” mean exactly the same thing. You will also see “speed limitation device” (SLD) in type-approval paperwork. UK fleet operators and the Driver and Vehicle Standards Agency (DVSA) tend to say “speed restrictor” or “restricted to 56”; the technology behind all of these terms is identical. Is a Speed Restrictor a Legal Requirement?

For most commercial vehicles, yes. UK and EU law has mandated speed restrictors for heavier vehicles for decades:

• Goods vehicles over 3.5 tonnes must have a speed restrictor set to 56mph (90 km/h).
• Buses and coaches with more than 8 passenger seats must have one set to 62mph (100 km/h).

These limits are set in the vehicle’s speed limiter, checked at MOT, and enforced by the DVSA at the roadside. A vehicle found operating without a working, approved speed restrictor can be issued a prohibition, and the operator can be called before the Traffic Commissioner, putting the operator licence at risk. Vans and cars under 3.5 tonnes are not legally required to have a speed restrictor. Many fleets fit them anyway, because the fuel, safety, and insurance savings are substantial.

Can a Speed Restrictor Be Removed?

This is one of the most common questions we are asked, so it is worth being clear.

On any vehicle where the law requires a speed restrictor, it must not be removed, disconnected, or tampered with. Interfering with a mandatory speed limiter is an offence. It invalidates the vehicle’s compliance, exposes the operator to prosecution and licence action, and almost always voids fleet insurance. If a driver reports that “the limiter has been removed” or is not working, the vehicle should be checked by an approved installer before it returns to service.

On a voluntarily fitted vehicle, such as a van under 3.5 tonnes, an operator can choose to adjust or remove the device. Even then, most operators keep it in place once they see the fuel and accident-rate figures.
