Passenger-carrying vehicles (PSVs) with 9 or more passenger seats have specific speed limiter requirements that differ from goods vehicles. The set speed, the regulatory framework, and the operational context are all different from the HGV sector. This guide covers everything bus and coach operators need to know about speed limiters.
Legal Requirements for Bus and Coach Speed Limiters
All motor vehicles adapted to carry more than 8 passengers (M2 and M3 category vehicles) must be fitted with a speed limiter set to prevent the vehicle exceeding 100 km/h (62mph). This has been a legal requirement in the UK since 2005 for new vehicles and applies to all in-service PSVs.
The speed limiter must be EU/ECE R89 type-approved, fitted with tamper-evident seals, and accompanied by a speed limiter plate showing the set speed, installer details, and calibration date.
Note the key difference from goods vehicles: the PSV speed limit is 100 km/h (62mph), compared to 90 km/h (56mph) for goods vehicles. This reflects the different speed limit structure for coaches on motorways.
Vehicle Categories
M2 vehicles (more than 8 passenger seats, GVW up to 5 tonnes): Examples include minibuses such as the Mercedes Sprinter and Ford Transit minibus. Speed limiter set to 100 km/h.
M3 vehicles (more than 8 passenger seats, GVW exceeding 5 tonnes): Examples include full-size single-deck and double-deck buses and coaches from manufacturers such as Alexander Dennis, Wrightbus, Volvo, Scania, Mercedes-Benz, and Irizar. Speed limiter set to 100 km/h.
Local Service Buses
City and local service buses (operating on registered local services under Section 6 of the Transport Act 1985) are subject to the same speed limiter requirements as long-distance coaches. However, in practice, most local service buses rarely reach the 62mph speed limiter threshold because they operate predominantly in urban and suburban environments.
For local bus operators, the speed limiter requirement is essentially a backstop safety measure rather than an active speed management tool.
