Intelligent Speed Assistance (ISA) has become one of the most discussed topics in fleet management and vehicle safety. Since July 2024, all new vehicles sold in the European Union must be equipped with ISA systems. While the UK has not adopted the mandate, its implications for fleet operators are significant.
This guide explains what ISA is, how it works, what the EU mandate means for UK fleets, and how AutoKontrol’s existing technology provides an alternative approach to intelligent speed management.
What Is Intelligent Speed Assistance?
ISA is a vehicle safety system that helps drivers stay within the legal speed limit. It works by detecting the current speed limit on the road the vehicle is travelling on and then either alerting the driver or actively intervening to prevent the vehicle from exceeding it.
ISA combines two key technologies:

Speed limit detection: Using a combination of GPS positioning and speed limit databases, plus forward-facing cameras that read road signs, ISA determines the speed limit for the current road.

Driver feedback or intervention: Once the speed limit is known, the system can respond in several ways, depending on the type of ISA fitted.
Types of ISA
There are three categories of ISA, ranging from advisory to mandatory:
Advisory (Informative) ISA
The system displays the current speed limit to the driver (typically on the dashboard or head-up display). If the driver exceeds the limit, a visual and/or audible warning is given, but no physical intervention occurs. The driver retains full control.
Supportive (Haptic) ISA
In addition to the visual/audible warning, the accelerator pedal provides physical resistance (haptic feedback) when the driver attempts to exceed the speed limit. The driver can push through this resistance if they choose, but the additional pedal pressure serves as a deterrent.
Mandatory (Intervening) ISA
The system actively reduces engine power when the speed limit is exceeded, preventing the vehicle from going faster. This is the most similar to a traditional speed limiter, but with the added intelligence of automatically adapting to the current road’s speed limit.
The EU ISA Mandate
Under EU Regulation 2019/2144 (the General Safety Regulation), all new vehicles sold in the EU from 7 July 2024 must be equipped with ISA. The key requirements are:
- ISA must be fitted to all new cars, vans, lorries, and buses type-approved from July 2022
- ISA must be fitted to all new vehicles sold from July 2024
- The system must be active by default when the vehicle starts
- The driver must be able to override or switch off ISA (but it reactivates each time the vehicle is restarted)
- The system must use both camera-based sign recognition and GPS/map data
The EU mandate requires at least Advisory or Supportive ISA. It does not mandate the fully intervening type.
Impact on UK Fleets
The UK has not adopted the EU ISA mandate following Brexit. However, UK fleet operators should be aware of several important considerations:
New Vehicle Purchases
Most major vehicle manufacturers (Ford, Mercedes, Volkswagen, Volvo, DAF, MAN, Scania, etc.) build vehicles for the global market. Rather than producing separate UK-spec vehicles without ISA, most manufacturers include ISA as standard across all markets. This means new vehicles purchased in the UK will increasingly come with ISA fitted, even though it is not legally required.
Cross-Border Operations
UK-registered vehicles operating in the EU are not required to have ISA under the current regulation (the mandate applies to vehicle type-approval, not to where the vehicle is driven). However, fleet operators with cross-border operations should monitor developments.
Future UK Policy
The UK government has indicated interest in vehicle speed management technology. While no specific ISA mandate has been announced for the UK, the direction of travel in vehicle safety regulation suggests that some form of intelligent speed management may be introduced in the future.
Driver Training
Even if ISA is not mandatory, fleet operators using vehicles equipped with ISA systems need to train drivers on how the system works, how to override it when necessary, and how it interacts with any existing speed limiter already fitted.
ISA vs Traditional Speed Limiters
ISA and traditional speed limiters serve different but complementary purposes:

The critical difference: ISA can be overridden by the driver. A speed limiter cannot. For fleet compliance purposes — particularly for HGVs and PSVs where speed limiters are legally required — ISA does not replace the need for a proper speed limiter.
ISA encourages drivers to stay within speed limits. Speed limiters enforce a maximum speed that cannot be exceeded. Both have their place in a comprehensive fleet safety strategy.
