EU Speed Limiter Mandate: What It Means for UK Fleets

The European Union’s General Safety Regulation (EU Regulation 2019/2144) introduced the most significant change to vehicle speed management in decades. Since July 2024, all new vehicles sold in the EU must be fitted with Intelligent Speed Assistance (ISA). While the UK has not adopted this mandate, its ripple effects are being felt across the British fleet industry.

What the EU Mandate Requires

The General Safety Regulation mandates ISA across all vehicle categories — not just commercial vehicles. This includes cars, vans, lorries, buses, and coaches. The system must be active by default when the vehicle starts, though drivers can override or switch it off during a journey. It reactivates automatically on every engine restart.

The ISA system must use a combination of GPS/map-based speed limit data and camera-based road sign recognition to determine the applicable speed limit. When the driver exceeds the detected limit, the system must provide feedback through visual warnings, audible alerts, or haptic feedback through the accelerator pedal.

It is important to note that the EU mandate does not require ISA to physically prevent the vehicle from exceeding the speed limit (intervening ISA). Advisory and haptic systems satisfy the requirement. This is a fundamental difference from traditional speed limiters, which enforce an absolute maximum speed.

UK Position Post-Brexit

The UK left the EU’s regulatory framework on 1 January 2021, and has not adopted the General Safety Regulation or its ISA requirement. UK vehicle type-approval is now governed by the Vehicle Certification Agency (VCA) under the Road Vehicles (Approval) Regulations 2020.

The UK government has not announced plans to introduce a domestic ISA mandate. However, several factors mean UK fleet operators should still pay attention.

Vehicle manufacturer decisions: Most major manufacturers design vehicles for the global market. Rather than developing separate UK-spec vehicles without ISA, manufacturers are including ISA as standard across all markets. As a result, new vehicles purchased in the UK are increasingly coming equipped with ISA — even though it is not legally required.

Future policy direction: The UK government has shown interest in advanced vehicle safety technology. The Department for Transport has commissioned research into the effectiveness of ISA and speed management systems. While no specific legislation has been proposed, the direction of travel suggests some form of speed management technology may eventually be introduced.

Industry standards: FORS (Fleet Operator Recognition Scheme) and other industry accreditation bodies may incorporate ISA-related requirements into their standards in future, even ahead of legislation.

Implications for UK Fleet Operators

Managing ISA on New Vehicles

If you are purchasing new vehicles that come with ISA fitted, you need to consider driver training on how the system works and how it interacts with any existing speed limiter, whether to allow drivers to disable ISA or mandate its use as fleet policy, and how ISA data (if recorded) feeds into your driver management processes.

ISA Does Not Replace Speed Limiters

This is a critical point. ISA and speed limiters serve different purposes. ISA encourages drivers to stay within posted speed limits. Speed limiters enforce an absolute maximum speed that the vehicle cannot exceed. Since ISA can be overridden by the driver, it does not satisfy the legal requirement for speed limiters on HGVs and PSVs.

Fleet operators must continue to maintain EU/ECE R89 type-approved speed limiters on all vehicles where they are legally required, regardless of whether the vehicle has ISA fitted.
